When To Make The Takbīr In Ṣalāh

Question
He says: When the Imām who is leading us in prayer makes the takbīr for Sujūd (prostration), I get to the position of Sujūd before him. What is the ruling regarding that?
Official Transcript (English)
Shaykh Ṣāliḥ bn Fawzān al-Fawzān:
This (Imām) is an ignoramus. He should not make the takbīr except after he has reached the ground (i.e. the position of prostration). Takbīr (is made) at the time of going down to Sujūd.
